Modular Labour Camp: Delivering Efficient, Climate-Resilient Workforce Accommodation in Saudi Arabia

NEOM Oxagon, the world’s first floating industrial city in Saudi Arabia’s Tabuk Region, is a core project of Saudi Vision 2030, aiming to become a global hub for innovation and sustainability. A reliable, fast-delivered, climate-adapted workforce accommodation was vital for its construction. We were selected as the supplier, delivering a 2,000-person modular camp that meets the project’s strict demands for quality, speed, and desert adaptability.

The project posed unique challenges. The Tabuk Region’s extreme desert climate brings 50℃ summer temperatures, intense sunlight, 120km/h winds, and frequent sandstorms—traditional construction would be slow, costly, and uncomfortable for workers. Additionally, the client required delivery within 6 months to avoid delaying NEOM Oxagon’s progress as a global advanced manufacturing leader.

We developed a customized modular solution focused on climate resilience. We used 75mm A-class insulated panels with graphene anti-UV coating, blocking 95% of sunlight and reducing indoor temperatures by 15-20℃. Modular units featured sand-proof windows and reinforced wind-resistant steel frames to withstand 120km/h winds, ensuring comfort and durability in the desert.

The 2,000-person camp (15,000 ㎡, 500 modular units) caters to workers, engineers, and managers, divided into three functional zones. Workforce dormitories (4-6 beds/room) include storage, charging ports, and high-efficiency AC. Engineers and managers have dedicated single/double rooms with desks and en-suites, while VIP suites for senior staff offer premium amenities.

Fully self-contained supporting facilities ensure seamless operation: a 500-person dining hall with halal-compliant industrial kitchens (respecting local culture), recreation areas (gym, TV room, prayer room) for worker well-being, and integrated admin offices/meeting rooms for project coordination.

To meet the 6-month timeline, we adopted 85% factory prefabrication under strict quality control, reducing on-site work. Units were transported via professional logistics, and our certified team completed installation and commissioning in 45 days—well ahead of schedule, with no wet construction needed.

The camp fully complies with Saudi SASO certification and international safety standards, with rigorous inspections at every stage. It exceeded client expectations, providing a safe, comfortable environment for 2,000 workers and supporting NEOM Oxagon’s progress.
